Heh, seems like I've been really missing the forums lately...
The "NEO·GEO Rental-ten Nobori" [NEO·GEO rental-shop flag] is part of a the "NEO·GEO Rental Option Tools" set, stuff created in 1990 by SNK for in-shop promotion. You can read the full story ad NeoBomberman's Castle of Collectibles, on a page created with the info forwarded by myself to good old J.
About the 'two color' thing quoted by Massi, that comes out of an old SNK Japanese flyer, where aall the 'NeoGeo Rental Option Tools' were portrayed. The flyer was spotted on an Yahoo Japan Auction by Massi himself, IIRC, and we tried to seize it. Unfortunately, we lost.
Here is the one auction pic I think Massi was trying to rustle out of his HD folders ^^
Now my eyes can fail me on such a small pics, but I spy a different color hue and different writings as well on the two portrayed flags.
Massi correctly quoted and translated the writing on the most well-known yellow flag, with the 'Sugoi Geemu wo, tsurete kaerou.' famous NEO·GEO catchcopy.
The other one?
Look at this:
As you can see, the second (left) line is different.
That's another famous NeoGeo catchcopy: 凄いゲーム、ここに現わる。 -> Sugoi geemu wo, koko ni arawaru. -> Cool games, materialize here.
You can also spot is in place of the usual 'Sugoi Geemu wo, tsurete kaerou' in official (magazine) ads.:
凄いゲーム、ここに現わる。
凄いゲームを、連れて帰ろう。
Note: "arawaru" is a written/literal form for 'arawareru'. To 'appear, to become reality, to come into consciousness', used by SNK for even more dramatic impact. I thus rendered it as 'materialize'.
